The Miami Beach City Commission has unanimously approved the appointment of Debbie Tackett as director of the Miami Beach Planning Department, the city announced July 24, 2026. She succeeds Thomas Mooney, who retired this month.
Tackett brings more than two decades of experience with the city to the role, having previously served as Miami Beach's chief historic preservation and architecture officer and its preservation and design manager. City Manager Eric Carpenter cited that depth of institutional knowledge in explaining the appointment.
"Debbie's knowledge and understanding of the city's architectural heritage is second to none," Carpenter said. "Her more than 20 years of experience with the city in varying positions has made her the ideal person to serve in this critical role."
As director, Tackett will oversee the 27-member Planning Department's review of proposed construction projects for conformance to the city's land use requirements — including applications to improve a property, construct a new building, or demolish an existing one. The department also advises the City Commission on regulatory changes tied to goals such as increasing resilience and expanding affordable housing.
Tackett said she sees the role as an opportunity to strengthen both the department's work and the city's long-term identity.
"I'm excited for this job because I really do think that I can make some improvements," she said. "We have a wealth of historic and contemporary buildings in Miami Beach that make our city unique. An important part of my role is protecting the city's character for future generations."
