A new owner of the iconic Raleigh Hotel block on Collins Avenue is asking Miami Beach to rewrite its zoning code in a way that would allow significantly more development on the site — and, in doing so, would effectively revisit a height dispute that the city's Historic Preservation Board settled, at least temporarily, in 2020.
