City Committee Backs Citywide Expansion of Automated Parking Enforcement

The city's Finance and Economic Resiliency Committee voted unanimously Wednesday to send a favorable recommendation to the full City Commission to expand an automated parking enforcement pilot program citywide — and waive competitive bidding — after Parking Director William McDonald reported the technology had generated roughly 36,263 citations and approximately $360,000 in new revenue across four municipal lots since November 2025.

The pilot, operated by PAVE Mobility using license plate recognition cameras, is currently live in four lots, the largest and first of which is P71 at 46th Street and Collins Avenue, beside the Eden Roc, McDonald said. That lot alone generated roughly 4,000 citations over the seven-month pilot period, compared to only about 200 citations issued there manually over a comparable period before cameras were installed. Under the current program, vehicles registered to Miami Beach addresses are excluded from citations and instead receive notice letters. McDonald said the technology allows parking enforcement specialists to shift focus toward residential quality-of-life enforcement rather than patrolling commercial lots.

Commissioner David Suarez, who made the motion, said the expansion should cover all city parking lots, including North Beach's large Lot 90 — a roughly 300-space facility slated for redevelopment in 18 months to three years. PAVE Mobility co-founder Fred Bradimar said the company would be open to that deployment as part of a broader multi-lot agreement. Suarez also called for any expanded contract to include obligations for parking lot maintenance and beautification. The recommendation now advances to the full City Commission for final action.
